Generals Zero Hour Not Launching on Windows 11 or 10: How to Fix It

If Generals or Zero Hour is not launching on Windows 11 or 10, one step fixes it in most cases: download GenPatcher from legi.cc, turn off your antivirus for a moment and click "Apply Fixes". The patcher installs missing libraries, fixed exe files and the official patches. If the game still does nothing after that, the next steps depend on where your copy came from: Steam, the EA App or a disc.

Why old Generals and new Windows don't get along

Generals came out in 2003, and Zero Hour followed the same year as an expansion. The game was built for Windows XP and DirectX 8. A modern system lacks the old DirectX 9 libraries and Visual C++ 2005–2010. Disc versions are also protected by SafeDisc, and Windows 10 no longer supports that driver.

Hence the usual symptoms:

The step for every version: GenPatcher

GenPatcher has been developed since 2019 by Legionnaire, the author of legi.cc. It supports Steam, EA App, Origin, The First Decade, plus CD and ISO installs. The current version on legi.cc is 2.14.

1. If you own both games, start Generals first, then Zero Hour. Get to the main menu (if you can) and quit. That's how the patcher finds your installs.
2. Turn off real-time antivirus protection. The author says outright that some scanners give false alarms on the program.
3. Download GenPatcher.exe from legi.cc and run it. If SmartScreen stops it, click "More info" → "Run anyway".
4. Click "Apply Fixes". You need an internet connection, since the patcher downloads fixes as it goes.
5. Start the game with the "Windowed" shortcut on your desktop.

Steam version

Generals and Zero Hour have separate Steam pages (apps 2229870 and 2732960) and are sold as part of The Ultimate Collection. Most Steam version issues come down to resolution and compatibility.

Launch options

1. In your library, right-click the game → Properties.
2. In the Launch Options field you can set the resolution: -xres 1920 -yres 1080, with your own numbers.
3. To run in a window, add -win.

The resolution in Steam and in Options.ini must match. If the values differ, keep only one.

Compatibility mode

1. Properties → Installed Files → Browse. The game folder opens.
2. Right-click generals.exe → Properties → Compatibility.
3. Turn on compatibility mode for Windows XP (Service Pack 3).

The authors of a Steam guide also recommend this mode for FPS drops in the campaign.

The dbghelp.dll file

One popular Steam guide says to delete or rename dbghelp.dll in each game's folder. GenPatcher handles this file too, so after "Apply Fixes" you usually don't need to touch it yourself.

EA App version

The EA App replaced Origin, and the games moved over along with your library. GenPatcher officially supports the English and German versions from the EA App and Origin.

1. Install the game through the EA App and launch it from there once.
2. Run GenPatcher as described above.
3. If the game starts and immediately closes, check Options.ini (below) and your graphics driver.

The Installation Info tab in GenPatcher shows the exact install path, so you won't have to hunt for it.

Old discs and The First Decade

Disc versions have two problems. The first is SafeDisc protection. Windows 10 dropped support for it, so a game from the original disc may not start even with the disc in the drive. The second is old patches. Without 1.08 for Generals and 1.04 for Zero Hour, online play and many mods don't work.

GenPatcher supports CD and ISO installs in any language. It installs patches 1.08 and 1.04 and swaps the executables for fixed ones. We don't recommend the tricks with manually installing the secdrv.sys driver and turning off driver signature enforcement: they weaken your system's security.

Options.ini: a clean start

The game's settings live in Documents\Command and Conquer Generals Zero Hour Data\Options.ini (for the original, the folder is called Command and Conquer Generals Data). If Documents has been moved to OneDrive, the folder will be there.

• Rename Options.ini to Options_old.ini. The game will create a fresh file on the next launch.
• Check the line Resolution = 1920 1080: it should match your monitor's resolution.

Black screen and minimizing

legi.cc and other community guides give the same advice:

1. Run the game in a window (the "Windowed" shortcut or the -win option).
2. Install GenTool, press Insert in the game and set Window Position to TOP. You get a borderless fullscreen window.
3. In Windows, go to Settings → System → Display and set scaling to 100%.

Laptop with two graphics cards

The game takes the first GPU it finds and ignores the Windows Graphics setting. Legionnaire recommends disabling the integrated graphics in the BIOS (Integrated Graphics, IGD or similar). If the problem started after a driver update, roll the driver back in Device Manager.

If nothing helped

1. Uninstall the game, delete its folder in Documents and reinstall.
2. For Zero Hour, install and launch Generals first, then the expansion.
3. Run GenPatcher again.

An option without Windows

If you don't have a PC at hand or you're tired of fighting compatibility, you can run Zero Hour on Android through ZeroFront. It's a port of the original engine, not an emulator, and Windows plays no part in it, so compatibility mode and GenPatcher aren't needed. You'll need your own game files from Steam or the EA App. The easiest way to check whether your phone handles it is to try: the first 24 hours are free.
